Summary note
First conducted in 1984, the U.S. Census Bureau's Survey of Income and Program Participation (SIPP) examines welfare program participation, income, assets, liabilities, taxes, and related topics. Survey participants are interviewed every four months for as long as four years, making it a valuable source of longitudinal trend data. From 1984 to 1993, a new SIPP panel was started annually, so there were usually several panels in progress simultaneously. After 1993, larger, non-overlapping, panels were started in 1996, 2001, and 2004. No data have yet been released from the 2004 panel. SIPP utilities beta version 2.0, released July 23, 2004, provides search, documentation, and extraction software facilitating access to SIPP, which includes data through wave 8 of the 2001 panel, and longitudinal weights through calendar 2002. It also includes data from two supplementary files recently released by the Census Bureau. One file revises the job ID variables in all the core files for the 1990-93 panels, for improved longitudinal consistency, and the other adds year-of-death and type-of-benefit data from other government files to applicable 1990 and 1991 survey subjects. Included in SIPP utilities is a set of 34 spreadsheets showing variable names and file locations and lengths for the core, topical, and longitudinal files for each of the 12 panels. For the sources included in the beta version, the spreadsheets also include our variable names and titles, and their periodicity (interval between measurement). Also included is a spreadsheet showing all the core and longitudinal variables in the beta version, and the files in which they appear, and another spreadsheet showing the exact name and date of each Census Bureau data file used as source data in SIPP Utilities. SIPP utilities also includes a user's manual, containing full details of the usage of SIPP utilities' tools, and screenshots of many of the interface features.
